Functions and Follow-up Work
The Human Resources Sub-committee is responsible for all personnel matters of the Federation, such as manpower planning, training strategy, staff deployment, annual performance appraisal, staff welfare, and complaint investigation and handling. The Sub-committee has formulated policies relating to manpower development and staff training in order to match with the Federation's work and ensure the sustainable development of the Federation's services. Our work is summarized below:
The staff of the Federation
The Federation became a social service organization of moderate size serving target users from all over Hong Kong. Its daily management and operation are put in the hands of a service team of responsible, professional staff members. To cope with the development of its work and services, the Federation now employs 43 staff members, 33 of them are full-time staff members, 6 are part-time staff members and 4 are outsourced staff members. 23.3%, i.e. 10 staff members are people with disabilities. 30 staff members are responsible for front-line and supporting services including recreational activity, vocational training service, information technology, art, and design. 9 staff members are responsible for the administration of the Federation and its units and their main duties are handling administrative works, fundraising projects, policy advocacy and the daily management of different services and social enterprise units.
Staff Training and Development
The Human Resources Sub-committee has formulated some strategic policies related to staff training and development in accordance with the Federation's needs in service development and human resources training. To strengthen the Federation's human resources, improve the work skills of the staff and put together their strengths, the Federation has drawn up policies on training subsidy and study leaves with the hope that these policies will encourage the staff to actively participate in training related to their work. Besides, the Federation also emphasizes on fostering young staff who are passionate and innovative in service delivery by forming a good development environment of career.
Staff Transfer and Promotion
To meet this strategic goal of promoting potential staff, the Subcommittee planned to promote our staff with potential to a managerial post or to fill up the vacant senior posts. For the frontline staff with special talents, the committee considered creating senior posts for increasing their promotion opportunity. Therefore, the potentials of our staff could be unleashed and their experiences could be bought into full play in order that they could make a continuous contribution to the Federation's development.
Regular Meetings with the Management
The Human Resources Sub-committee initiates regular meetings with the management as well as the Unit Heads of the Federation. Through these meetings, the Sub-committee understands the deployment of the human resources of the Federation and managerial staff are invited to share their views and make suggestions on human resources issues and the future human resources development. The atmosphere of these meetings is frank, and a harmonious and strong team spirit is achieved.
